Electronic Visit Verification

EVV (Electronic Visit Verification) is a federally mandated punch clock system required for most home-based services in VT. EVV is required when providing services to clients that an employee does not live with, when the care is provided in the client's home. If you live with your client, or if you do services entirely in the community, EVV is not required. ARIS Solutions provides instructions on how to record a visit in EVV using either Vermont’s Telephone Visit Verification System or the Sandata Mobile Connect App. Please remember, EVV does not replace the requirement to submit a timesheet. To be paid, a timesheet must be submitted.

What Is EVV?

“Electronic Visit Verification” (EVV for short) is an electronic timekeeping system used to record when services are provided to Medicaid members who get certain Home Based Services (HCBS).

Why is Vermont implementing EVV?

This is a requirement of a federal law called the 21st Century CURES Act. All states must have EVV systems for workers who provide certain in-home Medicaid services.

When are services exempt from EVV?

EVV is not required when care providers live in the same home as the client they provide services to. This is referred to as “Live In Exempt”.

EVV is not required when services are provided entirely outside of the client’s home. Services provided outside the client’s home are considered “Community” services, which are exempt from EVV.

For the Developmental Services program, EVV is only required for Respite and Home Supports services.

Do I still need to submit a timesheet?

Yes. EVV is only a time-keeping system; it does not replace timesheets. To receive payment, you must continue to submit timesheets.

Can I still submit paper timesheets if I have to use EVV?

Yes. You can continue to submit paper timesheets.

How I do indicate on my timesheet that I am exempt from EVV?

For paper timesheet users, fill in “Yes” to the question “Do you live with the person you provided care to?” if the employee lives in the same home as the client.

For eTimesheet users, check the “Live In Exempt” checkbox if the employee lives in the same home as the client.

Record the location of service as “Community”, for any service provided outside the home of the client.

How do I record services using EVV?

You can record services using either an automated phone line, the Vermont Telephone Visit Verification system, or an app, Sandata Mobile Connect.
